We would like to see the small kink in the plan, where the lift shaft meets the lift lobby, removed.

Insufficient Information: It is not apparent whether the windows proposed to be removed are original fabric that could potentially be repaired/upgraded or if they are indeed later additions that have no historic significance. Further assessment as part of the heritage statement would be prudent for further consideration. VS: 11 June 2014

22 Oldbury Place 14/04382/FULL/TP/7186/PP-03379002 Substantial demolition behind retained facades, demolition and rebuilding of second floor level with addition of glass sliding hatch box above to allow access to roof for use as roof terrace, infilling of rear lightwell at ground and first floor level, extension of second floor roof terrace and associated external alterations; all in association with use of the building as a single family dwelling (Class C3).

Objection: There did not appear to be any statement describing the works to assist in the consideration of this application. In addition, the existing photographs provided are not an accurate representation of the existing arrangement which can be seen on the existing drawn elevation.
The Association objects to the following elements:

  1.  Ground floor proposals: The pre-application advice suggests that the alterations to the ground floor front facade may be acceptable if the character and appearance is either maintained or enhanced. The proposals submitted are out of context with the adjoining mews properties and the excessive use of timber across the majorty of the plot width is not in character with the area.
  2.  Roof extension: The addition of a glass box at third floor raises the roofline beyond that of the neighbouring properties and is out of context with the traditional style of the mews house.
  3.  Fenestration to second floor: Large panes of glazing are proposed which again are out of context to the neighbouring properties. The proposed drawn elevations indicate the neighbouring properties to also have large glazed windows which is incorrect as they are 2/2 sash windows.

No Objection: We trust that the necessary conservation issues will be addressed as part of this application to ensure that the any remaining important historic character of this building remains intact.

Regarding the basement level excavation, we know that there is little to which the Planning Department is able to object. However, we note a large degree of local opposition on the basis of the character of the building, and the area, and the effects of the construction work on the neighbours.

We urge the planning department to do all within its powers to mitigate the effect of this project on the listed building, and also to minimise the disruptive effects of the construction works on the neighbours. SQ: 16 June 2014

Objection: The property is grade II listed forming part of a contiguous terrace and whilst the rear alterations are only visible from the rear of other properties in the terrace we feel the original character and historic form of building should be retained. Internally the proposal is for a galleried living space that bears no relation to the historic room layout.

The proposal involves a 4.6m minimum excavation over the entire plot with full perimeter underpinning to adjacent party walls at sides and rear . Significantly the architect provided no cross sections and does not extend long sections to show relationship to the floors in adjacent properties. This scale of 'civil engineering' work is disproportionate to the original properties and presents risks of heave and structural settlement to adjacent properties. WH: 29 June 2014
