New Marylebone Library - Status Update

New Marylebone Library - Status Update

We recently requested information from Westminster City Council on the status of the new Marylebone Library after a number of inquires as to the status from a number of Association members. Here is the reply from Tristan Samuels, Head of Major Projects at Westminster City Council.

"Earlier this year (February) we procured a preferred development partner for the library site and commenced contract negotiations, however in September, following an extended period of discussion the developer conceded they could not honour their tender and has stepped away from the project. Since then we have been working to put alternative delivery plans in place and now expect to make a positive announcement on this in early December. I can confirm that the Council remains committed to delivering a  state-of-the-art new library for local residents and that since the planning decision, the team have continued to work on de-risking the site with numerous surveys, build over agreements and rights of light negotiations being agreed.  This work is not wasted and will support the delivery team and allow them to move quickly when they are in place.

I can also confirm that while a delay to the opening of the new library is unavoidable at this point, the council will keep the temporary library open as long as necessary to ensure a continuous library service for residents.

I hope this is helpful and do please get in touch on 020 7641 7349 or via email at This email address is being protected from spambots. You need JavaScript enabled to view it. if you have any further questions."

Short Term Letting - Concern for Marylebone Residents

Short Term Letting - Concern for Marylebone Residents

There is an issue that is becoming an increasing concern for residents, not just in Marylebone but in all parts of Central London and it is one of short term letting. It is illegal, in most circumstances, in Westminster at present to let out a property for under 3 months, but in spite of this it is still a problem. Westminster Council alone takes an average of about 500 enforcement actions a year, and it is already a difficult and expensive task. However there is a bill going through Parliament at present that is likely to make things a lot worse. Clause 21 of the Deregulations Bill enables the Secretary of State to make regulations to give London residents "more of the freedoms enjoyed in other parts of the country", more specifically the freedom to let property out for very short periods, but it is doubtful that most Londoners will want these particular freedoms when their true consequences are understood.
